Jim McLoughlin is a researcher and consultant in strategic management and social and economic impact assessment, with a particular focus on the heritage industries.
His research examines cultural heritage site impact and strategy along with technology and city level impact and the effects of social enterprise.
Jim McLoughlin is Director of the MBA and a principal lecturer in strategic management and an experienced researcher in the field of strategic management and social and economic impact assessment, with the last five years of his career being focused on the cultural and heritage sector, and more recently the social enterprise sector.
Between 1992 and 1999 his research focus was on East European transition and company strategy with a particular interest on Polish transition. In 1999, he co-authored a book called 'Polish Transition: 10 Years On' (Mcloughlin, Faulkner & Owsiak: Ashgate Publishing).
Jim co-led a large Interreg project between 1998 and 2001 with the aim of promoting cross border inter-regional integration between East Sussex and Seine Maritime & the Somme (France).
In 2002 Jim co-authored (with Babak Sodagar) a major consultancy project for American Express evaluating the Impact of American Express on The Brighton and Hove economy.
Following several years of research, training and consultancy work in the field of strategic management and social and economic impact of private sector organizations (social reporting), Jim transferred his expertise to the cultural and heritage sector.
From 2004 Jim has led the socioeconomic impact group for the large EPOCH project, a Network of Excellence supported under the European Commission’s Framework 6 (IST-2002-507382). EPOCH is a network of about 90 European cultural institutions joining their efforts to improve the quality and effectiveness of the use of Information and Communication Technology for Cultural Heritage. Participants include university departments, research centres, heritage institutions, such as museums or national heritage agencies, and commercial enterprises, together endeavouring to overcome the fragmentation of current research in this field.
In 2005 he established and leads the CUBIST (Cultural Business: Impact, Strategy & Technology) Research and Consultancy group, Brighton Business School, University of Brighton. The group is a broad network of practitioners, researchers and consultants with members from across Europe.
He has organised three international conferences on heritage impact in Brighton (2005 - 7) and has produced three books on impact and strategy in the cultural heritage sector. He has also completed numerous consultancy assignments and written several papers/journal articles on cultural heritage impact and strategic planning.
He has undertaken numerous visiting lectureships; for example at the Krakow University of Economics, Poland; University of Perm, Russia; University of Bratislava, Slovakia; University of Kainer, Kazakhstan, University of Nakhchevan, Azerbaijan, Reims, and Turin University.
He is also a consultant for British Executive Services Overseas (BESO), a charity to advise developing countries on various assignments.
Jim McLoughlin’s current research interests focus on the socio–economic impact of cultural heritage and strategic planning in the sector. While his research centres on cultural heritage site impact and strategy it also includes technology impact and city level impact (eg heritage led regeneration at city level). His work has been extended to looking at social enterprise impact measurement and social reporting for private enterprises.
He has organised three international conferences on heritage impact in Brighton (2005 - 2007) and has produced three books on impact and strategy in the cultural heritage sector. He has also completed numerous consultancy assignments and written several papers/journal articles on cultural heritage impact and strategic planning.
McLoughlin’s multi-disciplinary research team (the CUBIST Research group working for EPOCH wider network) have been developing an innovative socioeconomic impact model for cultural heritage organisations. This model offers a holistic and multi-disciplinary approach to capturing the impact of cultural heritage. This research formed the basis for the group’s subsequent work on formulating techniques for assessing socio-economic impact of the contribution of investments in technology to impact.
The recent European Commission (July 2007) annual review confirmed the quality of the impact research led by Jim Mcloughlin (with Sodagar & Kaminski): “The socio-economic impact modelling work is some of the most innovative and original work being done in this workpackage (EPOCH research). Its long term impact is likely to be tremendous.” (EC Annual review report on EPOCH , July 2007). The review team also urged further development with the following statement: “The reviewers consider that the extension of socio-economic modelling activities beyond EPOCH would be laudable." (P 11, EC Annual review report on EPOCH, 2007).
The Holistic Impact model identifies four key impact divers: the mission, stakeholders, internal aspects and external impact drivers.
A practical application of the holistic technology investment model, demonstrating the practical application of the model for a real heritage site.
This paper provides a new model designed to assess the contribution of technologies to the socio-economic impact of heritage sites.
